Application, scope & purpose
Japan operates a comprehensive Regulatory Sandbox system designed to promote innovation across various sectors by providing a controlled environment for businesses to test new technologies and business models that may not fit within existing regulations. The purpose is to identify and address regulatory barriers to innovation, allowing for the rapid deployment of new services and products. The scope is broad, covering areas such as AI, blockchain, IoT, big data, and other advanced technologies, with an eye towards their application in various industries, including those that could contribute to the MetaVerse.
MV/VW environment
While Japan's Regulatory Sandbox is not exclusively for MetaVerse or Virtual World applications, it is designed to accommodate the testing of underlying technologies that are crucial for their development, such as AI for immersive experiences, Block Chain for digital assets and decentralized identities, and other advanced digital technologies. Japan has a strong interest in the MetaVerse, as evidenced by events like Expo 2025 Osaka MetaVerse Day and various industry initiatives, suggesting that future sandbox projects could directly address MV/VW environments.
Role of sandbox
The Japanese Regulatory Sandbox allows companies to conduct real-world trials of innovative services or products with temporary exemptions from existing regulations. This enables regulators to observe the impact of these innovations, identify necessary regulatory reforms, and foster a more agile regulatory environment.
It aims to balance the promotion of innovation with ensuring safety and consumer protection. The process involves close collaboration between businesses and relevant government ministries.
