NFT and Block Chain Regulatory Sandbox

Application, scope & purpose

Within the scope of Beijing City’s two-year MetaVerse innovation and development plan (2022-2024), the focus is on fostering Web3 technologies, VR/AR applications, and digital identity systems. The plan explicitly mentions exploring regulatory approaches for blockchain and NFT technologies.

The overarching purpose is to drive the development of the digital economy, integrate immersive technologies into various sectors, and establish Beijing as a benchmark city for digital innovation, all while maintaining strict government oversight and preventing financial speculation.

MV/VW environment

Government-backed MetaVerse development emphasises practical applications in sectors like digital education, cultural tourism, and urban digital twin applications. This involves the integration of technologies such as 3D visualization and Geographic Information Systems (GIS) to build visual urban spaces and intelligent infrastructure.

While fostering these immersive environments, there is a strong emphasis on maintaining strict control over financial aspects of digital assets and user anonymity, differentiating it from more open, decentralized MetaVerse visions.

Role of sandbox

China's approach to a "regulatory sandbox" for NFT and blockchain technologies within its MetaVerse plan is distinct from typical Western models that grant temporary regulatory exemptions. Instead, it functions more as a framework for ‘exploring’ and ‘guiding’ the development of NFT technology trends and blockchain applications under strict government oversight.

The goal is to prevent "excessive speculation" in virtual assets and ensure that technological development aligns with national policy objectives, rather than relaxing existing regulations. It's a controlled environment for understanding and shaping the regulatory landscape for these emerging technologies.
