National Innovation Centre for Privacy-Enhancing Technologies (NICPET)

Application, scope & purpose

A collection of PETs (e.g. Secure Multi-Party Computation, Federated Learning, Synthetic Data Generation) ensuring sensitive personal data is used responsibly when government bodies or agencies are addressing societal issues and challenges.

MV/VW environment

None specific. A pilot was set up by TNO with the Social Insurance Bank (SVB) and the Employee Insurance Agency (UWV) within the framework of the Supplementary Provision of Income for the Elderly (Aanvullende Inkomensvoorziening Ouderen, AIO).

Role of sandbox

Adoption of Secure Multi-Party Computation exempted SVB officials from certain GDPR data storage and minimisation obligations, as it allows to process data securely without having to access it.
